Jackson County Foster Care

The Jackson County Foster Care program works to provide safe and stable homes for children of all ages. These include both short term homes while families work towards reunification, and long term permanency options. These options include foster homes, kinship, respite, and guardianship.

what is foster care?

Foster care is 24-hour home-like care provided by licensed foster parents for children who cannot live with their parents because:


· a child has been neglected

· a child has been abused

· a child has committed a delinquent act

· a child has special care or treatment needs that their parents are unable to manage

· of other circumstances resulting in their parents or family being unable to care for them.


Respite Care:

  

Respite Care is when a foster child is cared for by a certified provider during the foster parent’s planned absence. Foster Parents receive 48 hours of respite care per month per child. 


  General Requirements to Become a Foster Parent 


To become a foster parent, you must meet all of the following:

 

· You must be at least 21 years of and a responsible adult

· Be willing to cooperate with the agency, as well as work with and respect the child's biological family.

· Complete and pass a criminal background check on all adult household members and any children in the home 12 years of age and older 

· Be free of physical or mental conditions that would interfere with providing care for a foster child 

· Have a stable income sufficient to meet the foster family’s obligations 

· Have vehicle liability and homeowner’s or renter’s liability insurance 

· Your home must meet all of the physical environment requirements 

Complete all required training.

· Complete foster home licensing requirements as listed in Wisconsin Administrative Code Chapter DCF 56

What is Kinship Care?

Court Ordered Kinship Care

  Kinship Care is a program to help support a child who lives outside his or her home with a relative. The child may be living temporarily or long term with a relative such as:

· An adult brother and sister

· A first or second cousin

· A nephew or niece

· An uncle or aunt

· A grandparent

· A step-parent (by marriage)

· Other relationships by blood or marriage

Court Ordered Kinship Care occurs when the Juvenile Court formally places a child with a relative due to abuse, neglect, youth justice, or child welfare.

Long-Term Kinship Care occurs when the Juvenile Court formally grants 48.977 guardianship due to abuse, neglect, youth justice, or child welfare.

Voluntary Kinship Care

Our Long-Term Kinship Care

 Voluntary Kinship Care includes situations in which parents voluntarily agree to allow the child to live with a relative. If the relative does not have a 48.9795 guardianship to the parent, they must be willing to sign a form stating they agree with the placement. With voluntary kinship, there could be a waitlist.

Jackson County DHHS does not assist with self-requested guardianships.  Rather it is temporary or permanent.  The Department will only assist with guardianship if there is an open CHIPS or JIPS case. If you are wanting to petition a guardianship for a child, you must contact your court to get the appropriate documents. 

Subsidized Guardianship:

Subsidized Guardianship (Sub-Guardianship_ is a permanency option that transfers legal authority to a relative or like-kin guardian without terminating parental rights and allows the guardian to continue receiving a monthly subsidy. This guardianship type of guardianship can only be obtained if the Department is directly involved due to abuse, neglect, youth justice, or child welfare.

  Jackson County DHHS conducts a monthly support group for relative and nonrelative providers. This group is the first Thursday of every month from 5:00-6:30 p.m. Jackson County DHHS provides a meal and childcare.
